Confirm battery runtime, hot-swap process, charging time, spare-battery ratio, and end-of-life replacement plan.

Test mounts on every uniform, outer carrier, jacket, and specialty assignment used by the agency.

Verify controls can be operated with gloves and under stress without accidental activation or shutdown.

Confirm storage capacity, recording settings, pre-event buffer, field review, event markers, and device-status indicators.

Document environmental, ingress, vibration, drop, temperature, and warranty claims with current vendor evidence.

Activation and Integrated Recording

Verify when recording starts, how multiple devices coordinate, and how exceptions are identified.

List every automatic and manual trigger, including emergency lights, siren, doors, speed, crash events, and weapon-rack inputs.

Test body-camera and in-car activation together across normal calls, traffic stops, transports, and unusual events.

Confirm how pre-event video and audio behave before activation and whether policy settings are configurable.

Determine how missed activations, interrupted recordings, low batteries, full storage, and device faults are reported.

Verify synchronized time, camera identifiers, officer assignment, vehicle assignment, and incident association.

Document whether future cameras, vehicles, triggers, or sensors can be added without replacing the core platform.

Evidence Transfer, Storage, and Retrieval

Design the complete path from capture to retention, review, export, disclosure, and deletion.

Map the transfer method for body cameras and vehicles, including docks, Wi-Fi, wired connections, retry behavior, and exception alerts.

Estimate daily ingest using camera count, recording hours, resolution, frame rate, retention, and expected program growth.

Specify primary storage, redundancy, backup, off-site protection, monitoring, restoration, and disaster-recovery responsibilities.

Test search, playback, categorization, notes, case association, redaction, export, and prosecutor-sharing workflows.

Confirm audit logs record access, changes, exports, retention actions, and administrative activity.

Document how the agency retrieves its evidence and metadata at contract end, system replacement, or vendor transition.

Security, Integrity, and Agency Responsibilities

Translate security claims into documented controls, assigned responsibilities, and testable procedures.

Identify encryption used in transit and at rest, key-management responsibilities, supported authentication, and role-based access controls.

Confirm how file integrity, chain-of-custody records, original files, working copies, and exports are protected and verified.

Define account provisioning, least privilege, password or identity-provider requirements, termination, and periodic access review.

Request the vendor's current security documentation, incident-response process, vulnerability handling, and update policy.

Assign agency responsibility for network security, endpoint protection, backups, physical access, logging, and retention configuration.

Review the deployment against the agency's CJIS obligations, state requirements, local policy, and counsel guidance rather than relying on a marketing label alone.

Proposal, Contract, and Total Cost

Normalize competing proposals so every required item and lifecycle expense is visible.

Require separate quantities and prices for cameras, mounts, batteries, docks, vehicle components, storage, licenses, services, freight, and tax.

Identify one-time, annual, per-user, per-device, storage, support, connectivity, and renewal charges for the full evaluation period.

Document contract term, renewal rules, price escalators, minimum quantities, early-termination terms, and data-export charges.

Include installation, network work, electrical work, training, travel, replacement devices, battery replacement, warranty extensions, and migration.

Compare written proposals using the same officer count, vehicle count, storage assumptions, retention period, and lifecycle term.

Require vendors to identify exclusions, customer-provided items, optional features, dependencies, and assumptions in writing.

Support, Warranty, and Vendor Capacity

Determine who resolves failures, how quickly the program recovers, and whether the vendor can support the deployment long term.

Record warranty duration and coverage for cameras, batteries, docks, vehicle equipment, servers, accessories, and labor.

Define support hours, escalation path, response targets, remote support, on-site support, and replacement-device process.

Request current references from agencies of similar size, configuration, climate, network conditions, and staffing.

Verify software, firmware, security-update, compatibility, and end-of-life policies, including any associated fees.

Confirm availability of parts, loaners, spares, documentation, administrator training, and technician training.

Assess vendor financial stability, implementation capacity, subcontractors, manufacturing dependencies, and continuity plan.

Implementation, Training, and Acceptance

Use measurable acceptance criteria so payment and full deployment follow a verified operational result.

Require an implementation plan with named responsibilities, prerequisites, schedule, configuration decisions, and escalation contacts.

Define administrator, supervisor, evidence, IT, installer, train-the-trainer, officer, and refresher training deliverables.

Run an agency pilot that includes field recording, synchronized activation, uploads, evidence searches, exports, backups, and failure scenarios.

Create an acceptance test for every device type, vehicle, dock, storage component, user role, policy setting, and integration.

Document punch-list resolution, as-built configuration, serial numbers, warranties, credentials, diagrams, manuals, and training records.

Tie final acceptance and payment to successful testing, documentation delivery, issue resolution, and agency sign-off.
